Board Meeting Minutes
June 13, 2016
Vice President Phil Kitchel called the meeting to order at 7:30am.
Board members present were George Bergner, Jon Fager, Phil Kitchel, Peggy Norris and Edna Petersen. Guests were Harry Bell, Jack Glaubert and Andrew May.

Jon said we have not been following the budget even though there is money there. PABA has been spending funds as items come along. He said the IRS now says that PABA has to wait six months to get its Post Guard form, but we are still on track to get 501(c)6 status. Washington Secretary of State says PABA must have a bank account but not over $10,000.
Several said they have not been able to call up minutes on the website. Peggy said she sends minutes to Roxi and John and then she or John bring printed copies to the meeting. Jack Glaubert and Harry Bell said they felt minutes should be read aloud so that corrections could be made right then. Andrew said that since it was voted on at the May 24 meeting, to not read minutes out loud, a motion would have to be made to rescind that motion. Edna said wait until John Brewer gets back.
Port Executive Director Selection:
PABA has been invited to the June 16 (12 Noon – 5pm) meeting. Edna P., Harry B and Andrew M. said they would be attending. Edna asked that she be given any questions you would like to have asked of the candidates. She is going to ask how they rank economic development. A social hour will be held at the Red Lion Inn right after the meeting.
Harry Bell, chair of the Committee, said they would discuss Comprehensive Plan, Carbon Tax update, Pier Parking, DNR testimony, City Status back to Second Class and Homeless ordinance.
PABA Membership for those outside Clallam County:
The Bylaws say: Section 1.1 “Any person, firm or business having an interest in the purpose…, Section 1.1a, “Any non-profit organization in Clallam County” .. but there is nothing in the Bylaws that says a person must live in the County. Jon asked if it would dilute the Mission Statement if we branch out. Harry Bell said we don’t want anyone who does not support our Mission Statement. Edna Petersen said PABA has built up a good reputation, a good name and a good following in the business community. Don’t fix it if it ain’t broke. Andrew May said who are we to decide who’s philosophy does or does not support business. We don’t want the reputation that we don’t want a person just because of their philosophy. Not everyone who is a member agrees with everything that is said or done in meetings or letters, and they all live in Clallam County. What if Jim Hargrove or Derek Kilmer wanted to join? What about Honorary memberships? Edna Petersen moved and Jon Fager seconded that item be put on the July Board Meeting agenda. Motion carried.
The June 21st meeting, which is also a Business Meeting day, will feature Candidates for the State Legislative District 2, Position 1. Edna said that since this may be the only open, public forum they have we should give them as much time as we can. Harry Bell said he would not plan on a business meeting for that day. June 28 is the Joint Chamber / PABA meeting. Please RSVP to Jackie Riley or call her at 360.943.1600. In your email be sure to specify the Port Angeles meeting. Harry Bell and Phil Kitchel will present a draft letter at that meeting, to the DNR.
Comprehensive Plan & Truck Route:
George Bergner said comments are needed by June 30. He pointed out the heavy use of Lauridsen Blvd., with the Library, Boys & Girls Club, Jefferson School and connection to Race Street. It was decided that members could send their own comments but PABA would not be sending a letter at this time.

(Discussion prior to meeting called to order: Phil Kitchel said he talked to Steve Hauff about the old Rayonier Engine on Lauridsen. There is still concern about asbestos, whether to leave it there, move it downtown, out to the Historical Society Building or sell it. He will do some more follow up work on it.)
