Board Meeting Minutes
October 18, 2016
Vice President, Phil Kitchel, called the special meeting to order at 8:42 am.
Board members present were: John Brewer, Phil Kitchel, Jon Fajer, Kaj Ahlburg, Bill Feeley, Peggy Norris and George Bergner.
Guests: Mathew Rainwater, Debby Spinks, Kevin Hoult, Jim McEntire and Harry Bell.

Governmental Affairs Committee:
Will meet two weeks before regular board meeting.
Jim McEntire said the next step, on the White Paper, is to send delegates to meetings with trust beneficiaries and School Boards to plan a lunch or dinner when all could get together. Similar meetings with other taxing districts should happen, too. Those meetings could be used to explain the paper, what is at stake and what they need to do to help. It might take $1,000 for the meeting. John B. said there was enough money in the bank and reserves to cover meals. Phil asked for someone to come up with possible number of attendees and costs and then bring that back to the Board. Jim McEntire said he would check with the Red Lion about the costs of a small luncheon. Kaj moved and Jon seconded approval of up to but not to exceed $500.00 for the first meeting. MOTION CARRIED.
Ad to PDN:
Phil brought up possibility of a thank you ad to the PDN to help answer remarks made against PABA and against its President. Kaj moved and Bill F. seconded purchase of an ad not to exceed $300.00 that would tell about PABA and would thank all the candidates who attended PABA forums. Several mentioned that such an ad might also be a good membership tool. MOTION CARRIED.
Tour of Elwha:
Coastal Watershed Institute will lead a tour for PABA members for $75.00. The charge would help pay their interns. George suggested trying to fit in a tour of the hatchery at the same time. Kaj moved and Bill F. seconded spending $75.00 for the tour. John B. will look into if there are any limits to the number that can be on the tour and will look into what would be the best date. MOTION CARRIED.
Phil has met with Steve Hauff about ways to save the old Rayonier Train. He said Nathan West said the city is not in good standing with Rayonier. Phil and Steve will rewrite the City’s original letter to Rayonier but now will have it come from PABA. There are concerns about all the asbestos leakage so close to a school. Work on the engine could cost as much as $50,000 to $75,000.
John suggested the November 1st meeting be a business meeting since there has not been one in quite awhile. It would be a good time to bring members up to date on many issues the Association is working on. Bill F. moved and George B. seconded that November 1st meeting be a business meeting. MOTION CARRIED.
There being no further business, the meeting was adjourned at 9:05am.
