Board Meeting Minutes
July 11, 2016
Vice President Phil Kitchel called the meeting to order at 7:30am.
Board members present were: John Brewer, Jon Fager, Phil Kitchel, Peggy Norris, Kaj Ahlbug,Edna Petersen, George Bergner and Marc Abshire.
Guests: Harry Bell, Jim McEntire, Andrew May.

John Brewer moved and Kaj seconded moving the subject of membership to top of the agenda. Motion passed.
Edna Petersen moved George Bergner seconded acceptance of four names proposed for membership.
Should non-County, non-attending people be allowed to join PABA? (There is nothing in the Bylaws about a residency requirement.)
Should membership be denied if applicant has opposing views to PABA purpose? (All four applicants indicated acceptance of PABA purpose.) Membership, like meetings, should be open to all. PABA has never excluded a person because of feelings. Applicants from other counties might bring new interests. PABA has worked hard to build a good reputation in the business community. Denial of membership might go against all that hard work.
Motion carried with one no vote. New members: John Halberg, Nancy Biery, Mathew Rainwater and Dave Neupert will be presented with membership certificates at the next convenient meeting.
Pier Parking Problem:
Jon Fager handed out the information sheet that had been given to City Council. Harry said the issue would be brought up at the Governmental Affairs Committee meeting. Edna thanked Jon and George Bergner for all their hard work on the survey. The outcome was a surprise to some people. George said City Council does not seem to want to deal with the issue. Kaj said he would suggest that Ted Simpson bring up the issue at the next PA Forward meeting. George said an ad should be placed in the PDN, that bretheran agencies such as the Port, Downtown Association,Chamber be asked to join PABA on the issue, and then all should go to City Council with a proposal. Edna said the marathon might decide to run the other way and the new Performing Art Center might have a concern. George Bergner moved and John Brewer seconded that PABA form a sub committee to place an ad in PDN, to find similar groups to back PABA and then take the issue to the City Council.
Motion carried. John Brewer asked George to chair the sub-committee. George accepted.
Continued discussion was what Cascadia and Marine Center have planned and what do they want? Do they just want a new building?
Port of Port Angeles Timber Advisory Committee Appointments:
Phil read names of new members and work they have to do on Resolution 16-11-13.
Economic Development Council:
Phil and then EDC Board Member, Jim McEntire ,discussed the future of the EDC and the problem with funding. Should money be coming from the Opportunity Fund? Is that legal? Where is EDC going to get the $150,000 not in its budget? Has past history and discontent from the Executive Director, Board and Membership brought on a problem? Could the funding of three full time employees be part of the problem? Personality conflicts?
The budget comes out in September. Will the County Commissioners agree on an outcome? EDC should go to the public and organizations to discuss the problem. OR is that another example of lack of outreach to the community? Marc said the Chamber Board is working on its economic development plan, something that did not happen in the past.
Jon reported 69 paid members. Bills are up to date and nothing is being paid from the reserves. He said the IRS has contacted him again with conflicting questions and information. John B.said give them whatever they want.
Kilmer Collaborative Meeting:
Harry said he would be going to the meeting and will bring back results of the meeting. He said the Northwest Forest Plan is the underlying issue right now.
Phil presented a proposal for refurbishing the Rayonier Locomotive. He said that not only is the engine in bad shape but more importantly, it is emitting asbestos close to the school. Phil will meet with Steve Hauff and Grant Munro later when Steve is back in town.
Marc thanked the PABA for the turnout at the joint meeting. AWB will be presenting a program on Business Climate Change at its Wednesday meeting.
